A panel doesn't usually announce itself. Here's the honest way to think about it: breakers that trip for no reason are worth a call, but not automatically a new panel. No room left for a circuit you actually need — a car charger, a hot tub, a shop — is a capacity conversation. Rust, heat, or a burning smell at the panel means stop reading and call.
